并发cpu占用

小弟今天碰到了一个奇怪的问题，我在模拟多人并发的情况下，cpu占用率很快就上升到了100%，程序用的是wordpress4.5版本，才下载安装成功什么插件也没装，模拟的并发用户数量也只有50个人,用的是mod_php模式，apache也没有做其他配置，但是...

单实例多并发，是并发数优先吗...比如设置了10，当前并发是6，vCPU占用100%但是不会弹性
